Kunstmeile Krems Betriebs GmbH/Arnulf Rainer Museum strives to ensure that its website, arnulf-rainer-museum.at, and its online store, shop.arnulf-rainer-museum.at/webshop, comply with the Web Accessibility Act (WZG) and the Lower Austrian Web Accessibility Ordinance, which implements EU Directive 2016/2102 of the European Parliament and of the Council of October 26, 2016, regarding the accessibility of websites and mobile applications of public sector bodies.
Compliance Status
Due to the following incompatibilities and exceptions, the website is only partially compliant with conformance level AA of the "Web Content Accessibility Guidelines (WCAG) 2.1" and the applicable harmonized European standard, EN 301 549 V3.2.1 (2021-03). These incompatibilities and exceptions are listed below.
Non-Accessible Content
Incompatibility with accessibility regulations- Some images and graphics lack meaningful alternative text or have none at all (WCAG 1.1.1 Non-Text Content).
- In some cases, there are contrast issues and insufficient contrast values on the website. This depends mainly on the colors used by the respective NÖKU company (WCAG 1.4.3 Contrast).
- Some content in sliders may be cut off at the sides when scaled up to 200% in a browser. Additionally, text content may overlap in some cases (WCAG 1.4.10 Reflow).
- Moving images should be pausable; there is no pause button or similar feature (WCAG 2.2.1 Timing Adjustable and 2.2.2 Pause, Stop, Hide).
- In some cases, the keyboard focus is not clearly visible on logos and buttons. In a few cases, the focus is not visible, and elements cannot be controlled with the keyboard. For example, checkboxes in forms do not have keyboard focus (WCAG 2.1.1 Keyboard and WCAG 2.4.7 Focus Visible).
- Some forms do not have optimal error detection, as required by WCAG 3.3.1 (Error Identification) and WCAG 3.3.3 (Error Suggestion). When exiting a mandatory field using a keyboard or screen reader, an error should be immediately apparent, not only when the form is submitted.
- The website is compatible with current assistive technologies, such as screen readers. However, when opening and closing the menu, screen readers do not announce a status message (WCAG 4.1.3 Status Messages).
- PDF Documents: Individual PDF files are not fully accessible.
Work is underway to resolve the issues:
- Alternative texts are continuously supplemented and optimized.
- Contrast issues are being worked on continuously to minimize errors
- Focus issues are also being worked on continuously to further minimize them.
- By the end of 2025, the moving images will be equipped with a pause button.
- The error detection and display in forms will be optimized by the end of 2025.

This statement was created on November 13, 2025.
Website review:
In August 2025, the website's compliance with the Web Accessibility Act, which implements the requirements of EU Directive 2016/2102, was assessed in the form of an external test according to WCAG 2.1 at conformity level AA. The homepage, contact options, and five other representative subpages of the NÖKU website were reviewed, as well as the homepages of the respective NÖKU companies. The web editorial team regularly checks individual page content when new content is published.
Review of the web shop:
Conformity was assessed through a combination of automated tests, manual checks, and external specialist reviews by JetTicket Software GmbH (Spitalstraße 5, 7350 Oberpullendorf; UID ATU 64585318; LG Eisenstadt; FN 317505w).

Enforcement Procedures
If you are not satisfied with the response you receive from the above contact, you may file a complaint with the Anti-Discrimination Office of Lower Austria.
The Anti-Discrimination Agency examines these complaints to determine if they relate to violations of the Web Accessibility Act, particularly regarding compliance with accessibility requirements by the province of Lower Austria or one of its institutions.
If the complaint is justified, the Agency must issue recommendations to the province or legal entities in question and propose measures to remedy the deficiencies.
